Technological environment refers to the state of science and technology in the country and related aspects such as rate of technology progress institution arrangements for development and application of new technology etc. 
According to the well known economist J.K  Galbraith , technology means. “systematic application of  scientific or other organized knowledge to practical tasks “.                                    

  1.  LEVEL OF TECHNOLOGY 
     Application of knowledge to the practical aims of human life or to changing and manipulating the human  environment . Technology includes the use of material, tools, technique and sources of power to make life easier or more pleasant and work more production.

The pace of technology change is exponential :
There are laws of technology that the exhibiting exponential growth that is, they are doubling in size every 18 to 24 months and have done for decades. In economics , a technological change is an increase in the efficiency of a product or process that results in an increase in output, without an increase in input. In other words, someone invents or improves a product or process, which is then used to get a bigger reward for the same amount of work. 
  1.  RESEARCH & DEVELOPMENT BUDGET 
Research & development known in EUROPE as research and technologic al development , refers to innovation activities understanding by corporation  or governments in developing new service or products or improves existing services or products . 

  1. TECHNOLOGY TRANSFER 
The transfer of now technology from the originator to a secondary uses especially from developed to developing countries in an attempt to boost their economics .  
.   Technology transfer is the process by which technology is disseminated.
.It involves communication of relevant knowledge by the transferor to the recipient. 
.It is in the form of technology transfer transaction which way or may not  be a legally binding contract.
Conclusion: Advanced technology will have a profound effect on the capabilities of both active and reserve components between now .

Most of the  impact of advanced technologies related to combat systems, such as precision-guided weapons that can be used in all types of weather, will be common to both the active and reserve components. In most respects, the effects  on both components will be positive
